To be honest, you don't seem to know what you're doing at all. So before you waste your money on a Linux VPS that you have no idea what to do with (nor experience), go spend it on a hosted SA-MP server.

I really recommend a Windows VPS for beginners, as it is way easier to manage (you'll manage it as an external computer through the remote desktop connection).
