This is how I've forwarded it, though I can't see that I've done anything wrong, but my friend says he can't connect, can I get any help?

Your port-forward rules seem to be correct.

Try starting up your server, then go to http://check.cake.io
It'll quickly tell you if your server is visible to the internet or not, after all, there could simply be a problem on your friend's end

Oh snap! Something's not working!
Either, your SA:MP server isn't running, or you haven't port-forwarded correctly.
This website works by attempting a connection on your public IP (89.243.207.127), on port 7777. If you're not using port 7777, it will always fail.

Eh.... Something's still wrong.

How about your firewall, could it be blocking samp-server.exe?

Honestly, I don't know how to check if it's being blocked by my firewall, Windows 7 Firewall sorta firewalled my brain from it.

Try looking into...

Start -> Control Panel -> System and Security -> Windows Firewall -> Allowed Programs

Then check if samp-server.exe is on that list, if not, add it just to make sure

If you use win 7 then goto this address : Control Panel\All Control Panel Items\Windows Firewall

Edit: The above guy posted the same time as i did.
