Point can be some airport but select that one which can merge with your story. Abaddon Airport, LV airport, LS Airport, SF airport.

Start them off homeless, with the homeless skin and get random trashcan points around the city. And they'll spawn near a trashcan saying, "Clean your life up, or get worse. All up to you."
