As it says in the 0.3e RC release thread, SA-MP 0.3e is mainly a security update.
It's unlikely any suggestions will make it in to 0.3e. If you do want to post suggestions, please keep them in this topic, as we are mainly concerned with major bugs that would impact a new release.
