Unable to start a server, Port in Use..(GRR)

Quick question i'd like to host a server and i believe i've mastered portforwarding but it's likely im missing something. Anyway all I want to know how can I host a temporary SA-MP server to test something with one of my mates right now, my ports are shown as open

BUT THEN GRRR I GET THIS ERROR!

HELP!

Try using TCP. Better yet, use another port..

Do you have any ''bind'' rules in your server.cfg? if so, remove them.

I tried removing the so called "bind" rules last time it didn't work though and as for TCP i read on the SA-MP wiki "USE UDP" but I'll give it a go Thanks =)
P.S I've tried using another port already

That error really is caused by the bind function, did you shut off your server and then started it again? do not restart it.

Hmm, okay, are you sure there aren't any other samp servers running?
Try CTRL+ALT+DEL and search if there's a samp-server.exe process open.
