Hello there,
yestarday i was log in to some server and i saw there my idea inside the server, well now i know the scripter there was my scripter and he gave them my idea that not fair, that not the end them will add mapped like mine HQ's like mine all same line my server !!
i want to know where can i report this server for stole idea and stole files ? i can do it ? if i can where and how ?

You can't report someone for stealing your idea. You can't copyright an idea...
You'll also need proof they actually stole any files from you.

Thats why you should only hire 100% trusted scripters and team members. Dont pick random 12-year-old wannabe-admins, as they would, just like you experienced, use any chance to create their own server or switch to another one.
Theres nothing you can do, as it is impossible to prove that this was "your idea". Also the sa-mp team really does not care about kiddings like stolen ideas or gamemodes.

Lol he copied all me hqs place everythings that not be like that you right my server open for all but not for copied right ? pepole can use with the head to create new things dont stole from others.. that sucks guys so i cant do nothing with that ?!

Nothing can be done. Like previously stated, there's no copyright for ideas.
Unless he actually used code made by you, you'll have to deal with it.
Conclusion: Either script it yourself, or hire someone you really, REALLY trust.

Alright, cuz them i moved all my server to Las Venturas.
so sucks pepole didnt try to use with head or create new things them most to copied lol...

Plus from a mapping point of view, it only takes few seconds to understand how something was made,
and you can make a copy easily. So yeah , no way to "barricade" mappings. About scripting, no clue.
