One more snow making FS

I saw this Snow FS made by Kwarde, but as he had some zcmd and I use custom zcmd so it didnt worked, so I wanted to edit abit, but then I checked there was lot of per-player timers and it wasnt interior sensitive, so I decided to make something similar, its also use Incognito streamer by default.

In basic its the same, except that its use only 1 timer and is interior sensitive, so it doesnt snow inside, usage is really simple, just use /loadfs snow as rcon admin and it will automaticly start to snow for all online players.

How about gaming? No laggs?

Some players said they laggs at 3 objects, so I reduce to 2, but you can play abit with OBJECT_COUNT

Oh and just to mention in 9 and 20 weather it looks the best

By the way, since quite alot people appearantly have laggs (maybe I just have a good computer?) I'll reduce mine MAX_SNOW_OBJECTS (or whatever mine define is (yours is OBJECT_COUNT)) aswell (to 5).
