I play on NGRP, The biggest RP server in the world and i would just like to know when I connect my shoutcast server to the YP (Station list) can i add it to the SAMP server without the admins/owners scripting it into the plugin?

No, the /setstation command at NGG is static. Only scripters can assign radio stations in the script. Anyway, you should have asked at their community forums, instead of here.

Nope, the Russian servers are. They receive 500+ on ~8 servers every few days.

You can suggest to the scripters of NGRP to make a feature where the player could add a station to their favorites through dialogs and play it whenever they wanted.
