First learn about php, html and other coding languages, when you understand how to create it

HTML and PHP would be the absolute base. Along with CSS you can make your website look nicer. Then with JavasScript you can make the site more dynamic. All with all making a UCP requires quite some scripting languages, however on the bright side, most of them are relativly easy to learn especially the basics. (however if you're going to learn it now, focuss on HTML5 and CSS3 they're becomming the new standards).
