Not that use to this forum, but, now, i get on the site, and the language is randomly set to dutch, when i want English.
How do i set it back to English?

UserCP -> Edit options -> All the way to the bottom: Forum Language.

Try that.

Scroll down on your homepage on SAMP and there can you change it in your left corner
