This is a very problematic thing I try to fix; I want to make a server on my computer, but I want to make it playabe without being connected on a 'routeur' or a 'modem'
So, I start the server programm, but I never been able to connect on it. (I tried everything...)

there's no way to make a server without connecting to internet!
you can only play into LAN but only if you are near an other pc!

I want to create a server, on my PC, then connect on it. Simple as that. No routeur, no modems available, no networks. JUST MY PC.
It is for debug purposes.

Easy.
Download server package --> samp_server.exe ( incase windows ) and just go to your samp 0.3c, add server to fav's, IP will be ' localhost ' or ' :7777 ' and that's it.

To be fair you did ask the question in a stupid way but the answers you got from some people were not any better.
Basically, he wants to be able to use a locally hosted SA-MP server while not connected to the internet, for example, maybe he has to go on holiday for 2 weeks without internet but doesn't want to stop testing his script!
As Cameltoe and Dooooooood1234 stated, just download the server and run it as usual. The IP to connect to it would be localhost or 127.0.0.1 and carry on testin'.
