Im sure there is but if you mod skins, can you make them server sided, not client so every user will look the same on each computer, eg. Army skin if i mod that can i put it some where in the server files and everyone who connects with that skin will see it?

Nope. That would probably involve sending a .txd and .dff which isn't done on SA:MP

Yes, you can, you can use a installer to do that and asking all your players to use that certain installer.
Yet, no native way to do it.
