Yes. As long as you don't rip-off the exactly same features (made in the exactly same way) from other CnR servers (hurr durr CbCnR).

i agree. if you hurry up @ scripting, you may get your own CnR up in <1 year. if you copy from any released script(s), then you waste your time. nobody wants to see a copycat server of an already existing one. if you script all shit on your own, using some plugins to avoid reinventing wheels, and turn good ideas into code, then players will like it and start playing.
imo CnR is the highest-level to script gamemode. all parts need to work together like a clockwerk. systems for: houses, skills, economy, bribes, weapons, prices, deliveries, wanteds, warrants, jailed players, etcetc. are all things you need to think throughly and carefully before you start scripting. which / how many ranks are cops getting? how will you tell them? will 2048 textdraws be enough to display a speedometer per player, a custom location string, maybe some wanted/jail information? where will you add some information together to save 500 textdraws? what screen position is the best for that? how many timers you want to use when there will be like 50 arrested players? 50 timers, each running 1000 ms, or better 1 timer, looping through all players?
the concept, the "skelleton", is hard to script. once you did that, its awesome to add features, like permissions for skills: who will be allowed to use a /heal command? will a medic be able to /cure 1 disease completedly at a time? or can he heal 2 at the same time, if its possible to have more than 1 indeed...
scripting a CnR can be adicting aswell. plan your time if you really WANT to do that... if you decide to, then welcome to the club of non-rp scripters ^^
