the 1st have few bandwidth and maybe wont be enough

VolumeDrive has bad support, slow setup - according to the reviews (google/webhostingtalk). You can't really say how many slots you can run on a VPS, it all depends on how the script is scripted and how many players there actually are connected. You could run 5x500 slots if all servers were always empty.
the unique good thing is the dedi servers...are cheap :P
