Redownload the windows server and copy the /pawno/include directory to your pawno dir.

Make sure you have "a_samp.inc" in your pawno/includes/ folder, if it isn't download
samp 0.3c server files again here: http://team.sa-mp.com/files/samp03csvr_R2-2_win32.zip

Or if the "a_Samp.inc" exist add this at the top of your gamemode
#include <a_samp>, be sure you write it exactly like that its case sensitive.
