What are samp-npc.exe and announce.exe for?

samp-npc.exe handles data for NPCs and announce.exe is used to connect to the SA-MP masterlist (internet, hosted tabs) and to relay server data to clients that aren't fully connected.

yes if you have npcs in ur server and if you want ur home server to be shown in the internet list.
