I got a server, but I need a control panel, which would connect to server without SSH, because I do not have access to it, so I cannot install it. My server is running on Linux.
Is there any server control panel, which does not use SSH?

Why don't you ask the system owner to install it? Any type of server control panels require ssh access/commands in order to control it. (Stop/Start)

System owner doesn't want to install it, tried to explain him, but he is refusing to do it.
