He means 1.76 of bandwitdh as in how much he can spend per month.

Yes, OP that can support a few servers actually.
A casual SA:MP server will use less than 1% of CPU and 20-30 and 40max of ram MB.

100 users would need about 5 mb speed up and 2 down.

The server spec is more than fine for 100 users.
