On my old computer with windows xp when i join a server I have around 36 ping, but when i connect to a server on my newer pc with windows 7, then my ping goes up to around 100 while both computers are on the same connection.
And idea why this is and how to fix it?

It's a known problem with SA-MP on Windows 7. Try set all cpu-cores for gta-sa.exe or set the priority to low in the task-manager.

Ping is the internet connection. It depends on the server your on.
Just like me if i connect to a us hosted server from where i live i have a ping like 300.

This computer always has higher ping, nothing to do with other people who are on the same connection as me.

Various things could be the issue. One of the biggest could always be Windows 7 uploading/downloading things without acknowledging you about it, a virus, or something of some sort.

There could be a million things ranging from your computer, to the server, and everything in between.. literally.
