Shouldn't this be in Client Support?
Dunno about your problem though. Sorry. I guess all I can suggest is that you make sure you have the right version, check to make sure everything is set up correctly, and see if anything is corrupt in any way. Good luck with your issue.

Step 1 - Go To "My Computer"
Step 2 - Right Click GTA_SA (Note: You Must Have The Disc In)
Step 3 - Click "Open"
Step 4 - Go Down to "setup"
Go from there, Problem solved. Hope this helped!
