I download the San Andreas Multiplayer 0.3C, installed and ran normally, but the program it only goes up to that first part, where has that loading bar, then goes all dark and do not develop!
Any suggestions?

What operating system do you have? (windows xp, windows 7 etc).
Have you tryed to delete your gta_sa.set file in GTA San Andreas user files?
Also, try to re-install the game and if you have windows 7 use windows xp as compitable.
IF this doesn't help USE ******.
