what are the average price range for a good scripter these days..?

It completely depends on what you are looking for.
Before, I have done a few filterscripts for $20, these include vehicles/housing systems or edits to a game mode. I have also created a team death match script with a decent amount of features for $60.
It depends on who you want - Obviously the more experienced are going to ask for more.
However, beware that there are multiple people claiming to be good at scripting when they are not. Inefficient coding practices are frequent. Make sure you do your homework about their scripting abilities and trustworthiness before hiring anyone.
