Scripting discussion is not for finding scripters unfortunatly.
Look around the Forums, when people do work for money they usually put it in their PM of some sort or look around in the gamemodes section and learn to edit it.

SA-MP wiki, learn to script there. No one is gonna do it for free.
But as you say, if it's good you pay, you may get someone, but better be a scripter urself.
