When I enter a car and turn on the lights, the lights do not turn on(because it's daytime),
but when I exit the car, they turn on.

EDIT:
All bikes are still drivable when the engines are turned off, without the engine sound.
Helicopters are unable to turn off the engines.
Propeller of the planes still spin hen the engine is off, and some of the planes can move slowly lol
Trains and trams are also unable to turn off the engine...

BTW, bikes (bmx,mountain bike,etc.) can turn on the alarm lol(may not be a bug)

What do you have under OnPlayerEnterVehicle, and OnPlayerExitVehicle?

EnterVehicle: setting some array variable,and AddVehicleComponent(for unlinited nitro)
ExitVehicle: Same as above, and RemoveVehicleComponent
