Oh god, R* games still give THAT error? I had hoped Vice City was the last one.
Now, to ease your pain, or perhaps make it worse, I never found the solution (and I tried for days, believe me).
In my case it was when installing, so it was worse, though. You could delete the San Andreas folder & (if you want) the registry keys & shortcuts.

After deleting the GTA San Andreas Folder (C:\Program Files\Rockstar\GTA San Andreas) and then attempting to re-delete should work, it did for me.
Can also delete other files/folders related to GTA SA as well, like the folder found in Documents.

Try running setup exe and uninstall.

If you have a legal version, put the disc in your drive and uninstall.. If its an illegal version, mount the iso and run setup.exe to uninstall
