Re installing GTA SA
Re installing SAMP
and installing Direct X 9

Search, Search, Search.. GTA_SA Leaves the gta3.img file behind when un-installing. I am guessing that you previously modded the hell out of your last GTA Installation.

Just re-install GTA in another location

You might think It is that simple, but sometimes that doesn't even work.
I've had the problem ,and i know people that have had the problem, where their game is still modded after they did
that.

So the gta3.img is still in cache somewhere, for no appearant reason.
I don't know any other solution then either reformatting or installing in another location.
(If the threadcreator have this problem).
