Config.cfg
Find for Line Filterscript
Using:
filterscript FS1 FS2 FS3
Or
In-Game
/rcon login PASSWORD
and
/rcon loadfs NAMEFS

First of all, the file is called server.cfg.
Second, any filterscript you want to load when the server starts, should be added on the line filterscripts in your server.cfg
