RC and R seems confusing to you, RC4 is not the newest version.

RC = Release canidate and R = Revision

here a list from oldest to newest version:
0.3b RC1 -> 0.3b RC2 -> 0.3b RC3 -> 0.3b RC4 -> 0.3b RC5 -> 0.3b -> 0.3b R2

so just download R2 as RC4 is not the newer version only because the number is higher.
