Well, it basically gives me that message to only 1 server. It worked just fine, I checked for firewall and it's at exceptions as well, SA-MP is 0.3a updated, another member of that community has the same problem, any idea why it doesn't work? It just shows me the server as offline. My friend connected to it, and gamemonitor says it's online.
The server was shown as online before, I didn't change it in any way.

Got the same problem although It works at home but not here xD
And nobody from here has been in that server.... (101% sure)

Perhaps an IP of the same range has been banned at the firewall. Meaning you was never banned doesn't mean you could be on that list. I'd ask the community managers for a checkup.

Have you also tried re-adding the IP?
