Ehm, it's the same, you can save a "ini" file in .txt format, it doesn't matter.

You can save the files in which ever format you wish, They tend to save them as a text file but with a different format. Like users can be .usrs, Cars, .cars and what not.

I Use MySql for Ip Players (dll)
I Use Dini for Data Players (ini)
I use XML for Rank PHP (xml)

i use .txt .ini .sav
there are not many diferences, just the format.
