where do i find this so called "plugin folder"? I have downloaded pawno over and over and over and over and havn't seen 1 single folder named plugins. Can anyone tell me where it is so I can make it in the path specified?

Create it yourself if it isn't there.

The place where server.cfg and all that are, create a folder there called plugins
