Maybe your PC can't support it, maybe video drivers need to be updated, Have you tried running any other video games and seeing what happens?, Maybe problems with OS your running, Could be number of reasons but not to shut down the whole PC anyways, Normally it just crashes the exe i believe try to Crtl Alt Delete and edit gta_sa.exe if you can't than yeah..

Or maybe you made the mistake of buying a laptop with integrated graphics, that runs too hot? I know I did. Literally burnt the graphics with around 6 or 7 months of gaming.

i had the same, my laptop went to hot while playing video games, and when the laptop is higher then 70 degrees, it will automaticly shut down for safety, if you still have insurance on it, you should call the company of the laptop, if you can send it to them they will fix it.

Try cleaning out your video card, CPU etc. Sounds like a hardware related issue, if you really want to get down to what is causing the issue, pm me and I will take you through the diagnosis steps.
Thanks, Phill.
