You are missing MidoStream.inc .

Just search for the gang names on the gamemode until you find a list of them.

Just make yourself level 1337 admin, and the type /makeleader [yourid] [1]
That 1 after your id is the faction number, 1 is cops, 2 is FBI ,3 is national guard, and you can see more in the gamemode, I forget the ids.

Then:

its either not a .inc file,

or you put it in the wrong map (server/include ipv server/pawno/include).
