Hello,

I downloaded LA:RP but i don't know how i can put
a cuffed guy, outside the car, in the car? So when
i do /cuff [ID], and then i want him to tele in the
car, how can i do this?

If the cuffed guy in question is not a powergamer, you can just RP putting him in the car, then have him use g (might tele him there) or tell him to enter the car, uncuff him, and re-cuff him when he's in the car :P
