I don't get 3 things :
1.It's likely a volcano island.
2.Chilliad can't really be a mountain as i renember geography, maybe it is a wierd, old volcano?
3.If chilliad is a hill --monticule maybe fits here better-- (cause it's so low by the way), then why it's rocky?

Have you seen just cause 2? In the mountains there is a frozen lake then about 10km away there is a tropical rainforest... make the experience more varied I guess

Plus the fact that it is all islands is to make it practical to create. Regarding the mountain it was probably formed by the movement of the tectonic plates around the San Andreas fault (in real life and if you look in the sea to the east of San Fierro you will see it in the game)

I think rivers would be to difficult to create and make them realistic, moving water, people/cars/objects getting washed away would be quite hard to make back in 2004-2005. Dunno like but that's my thoughts.

It's impossible to modify rivers (there's a way to "delete" rivers adding new land masses above them) or make new ones. If you look the map from under it, you will see that there are two types of models of floor (water&terrain), and pieces of terrain are on the water-type , modeling them. And, because you can't modify the default map (as longer I know), you can't delete or make new rivers.

the sa map is like 3km x 3km and the jc2 one is like 30km x 30km
