Hey, If I want to edit house from the cfg file, How I know where to change?

Like I got two lines wich one is not owned by someone:

How I change it to be like the the line that not owned by someone?

Where do I change the ownable thing here?

I guess "The state" means that it isn't owned by anyone, so thats the ownable thingy.

EDIT: I dont think The State is unowned var because City Hall is owned by the state
