I found the problem, the error is simple, it had to give permission to the file to be written> Permission (Fillzila): 777
Now for those who have this kind of problem do not forget to give permission to the folder, subfolder and file!

I really try anything, here are the different config I try:
$ Db = new sql_db (127.0.0.1, universadcstats, ******, universadcstats);
or
$ Db = new sql_db (localhost, universadcstats, ******, universadcstats);
or
$ Db = new sql_db (mysql5-6.pro, universadcstats, *****, universadcstats);
Configs ScriptFile:
SQL Host = 127.0.0.1
SQL Data Base = universadcstats
SQL User = universadcstats
SQL Password = *****
or
Host = localhost
SQL Data Base = universadcstats
SQL User = universadcstats
SQL Password = *****
or
SQL Host = mysql5-6.pro
SQL Data Base = universadcstats
SQL User = universadcstats
SQL Password = *****
