This is really an annoying problem.. I do have good hardware, but SA does not seem
to run faster than ~70FPS - others reported to run it on more than 90FPS with worse hardware.
My friend has a core 2 duo processor and a 9800 GT gfx card; he can run SA on ~90 FPS.

My specs:

Core 2 Quad Q9300 @ 2.50GHz
4096 GB DDR3 RAM
XFX NVIDIA GeForce 9800 GTX+ 512MB
Windows 7 Ultimate x64

What could this be caused by?

Well, 70FPS should be enough, but if you want more then I guess you could try fiddling around with the settings in the nVidia control panel. Turning of VSync for example, or enabling Triple Buffering.
