It's a VPS, by the looks of things. iLinx is right, but just be safe and go for a dedicated server. It could probably hold as many players as gta24 did.

Could either hold 1 player or 500, you have no idea because they don't guarantee CPU.
Either order at a VPS host that guarantees CPU or order a dedicated server.
