K, so now it has gotten to the point where I can't stay on a server for about 10 minutes before this occurs.
Basically, After about 10 mins (occasionally I can last more) everything stops. No, streamed objects appear, No checkpoints appear, No vehicles, No players are visible. Things like Speedo's stop being updated, etc.
At first glance, you'd think it is a simple timeout. But, no. I still receive the live chat, and also, the player icons on the radar still move (although coarsly). It has started to be very annoying.
This never occured before 0.3.
It is NOT my internet connection, as with the previous sa-mp version I could stay connected for +10 hours without a single problem (Yes, I have no life..)
Am running windows 7.
Never had any problems with sa-mp until now.

What the PD garage NORMALLY looks like:
