Well first install Cleo 3 http://cleo.sannybuilder.com/cleo3.exe
After you install it download this http://damon123104*******.weebly.com...y_mordecki.rar Don't save it just open it. Then double click the Cleo folder that appears after you open it. Find the cleo folder in your gta sa dirrectory and dump all those files that you found in the download into the cleo folder in your gta sa dirrectory then start your game and get in any type of emergency vehicle and turn the sirens on. F10 changes light speed F11 changes light type F12 turns lights on without the siren.
