When i am playing GTA:SA I get around 100FPS But its extremely unstable I goes from 100 - 30 Then at random times it goes below 4 which causes a really bad lag spike, Which lasts like up to 10 seconds, I don't mind the unstable bit, But when it goes below 4 it's really annoying, It's at random times too.

Does it happen at specific locations on the map?
Mine used to outside the ammunation near unity station in Los santos

I have recently dual booted (It still lagged before i dual booted) But on Win7 it don't seem to lag
