I followed the tutorial, I have the mysql.dll in both include folders, but it still can't read from file:
(2) : fatal error 100: cannot read from file: "a_mysql"

What do I need to do? I don;t understand it, I just want to play my server with this script.

You need the 0.3 R4 server package - download it from www.sa-mp.com

You don't put the dll in the include folders you put the .inc in there, this was designed for people who wan't something resembling an advanced admin system, which coincidentally requires a bit of basic knowledge.
