The SA-MP server doesn't seem to be working for me. Whenever I try to connect online, it says that the server isn't responding. I've tried restarting my computer and reinstalling the program, but it still doesn't seem to want to load. This hasn't been a problem before. It started today when I signed off to change my skin.

Have you tried installing the 0.3a version ?
