I'm trying to find out a way how to create my own command but since it is canceled in 0.3, I mean like SendClientMessage(playerid, string);
SendClientMessage(giveplayerid, string);

or something near that?

Check the base.pwn, you can get it at the main page at the downloads section, it's in the 0.3-server-package.
