You can make a account, but you need a credit card to add the money.
Even if you have money there from before you still need to activate you'r creditcard before you pay.

Well you can sold something and get money on paypal. You don't need credit card to spend this money you got.

No you do not need a credit card. I opened mine a buy and sell. But you hav $0 until someone send you money via a paypal account and the max u can spend without a creditcard is $1000.
