I got a solution for this problem.
I had it, now it fixed.

Step 1:
Download and Install http://grandtheftauto.filefront.com/...as_Patch;45852 .

Step 2:
Download any GTASA v1.0 crack and put it in the main gtasa folder

Step 3:
Start 0.3c... and it's working.

Does that trick works for original versions of gta sa or for craked ones as well?

All you gotta do , is uninstall your rockstar games folder completely and install gta sa in a different user account .
Then downgrade , install sa-mp , i installed some mods too . Works Like A Champ
