When starting my server, I get this (I'm using IRC Plugin, works always perfectly!)

That means:

Also, when I try to connect to IRC using mIRC or the Java client on the SA:MP site, my connection gets refused

Why is this?

I don't know, but I think it has something to do with the network, not your script.

It's not irc.sa-mp.com anymore, it is irc.focogaming.com

Ya, the IRC changed meaning your being refused because there's no IRC client.
