I don't know if this is necessarily a new bug (or a bug at all) but when you enable head movements, EVERYBODY's heads are allowed to move. Is this normal, and can anybody else confirm this?

I guess you are talking about the client command '/headmove'. This is the normal behavior for it, it stops the head movements of all the players, just for the player who used the command.
This can be useful when there are a lot of players together, since specially in lower-end PCs, CPU usage could go way up.

/headmove is not synched, so if your head doesn't move on you screen, it will move on the other player screen.
