I have Cent OS 5 64bit OS and my web host allows full ssh and etc but the web ftp i'm using will not connect to the vps does anyone have any ideas what would cause this?

You may not have FTP installed on your system, rather SFTP. (secure FTP) Download "PuTTY" and see if you can gain access to your VPS. If you can, check to see if you have FTP installed on your system.
